FG Unveils Framework for Preservation of Public Assets

The Federal Government has launched a comprehensive framework to enhance the maintenance and preservation of public assets nationwide. The initiative is led by the Federal Ministry of Housing and Urban Development through its Department of Federal Public Assets Maintenance (FPAM).

FPAM has developed Standard Operating Procedures (SOPs) to ensure consistent, effective, and sustainable management of federal public assets. As part of the rollout, the Ministry is engaging with all Ministries, Departments, and Agencies (MDAs) to facilitate implementation and harmonize asset management practices across the Federal Public Service.

Established under Presidential Executive Order No. 11 and gazetted on April 6, 2022, FPAM is statutorily responsible for overseeing maintenance functions in all MDAs. The department has distributed compliance forms and a maintenance manual to support certification, traceability, and accountability in line with the new framework.

Speaking on the initiative, FPAM Director Chioma Wogu-Ogbonna said the framework aims to institutionalize a proactive maintenance culture, prevent premature deterioration of government assets, and ensure value-for-money through standardized practices. She noted that the SOPs and compliance tools are designed to deliver measurable outcomes and quality assurance across MDAs.

Permanent Secretary of the Ministry, Dr. Shuaib Belgore, lauded the framework, emphasizing that effective preservation of public assets is critical to sustainability, service delivery, and prudent management of resources. He called on Permanent Secretaries across MDAs to collaborate with FPAM to align agency operations with the department’s regulatory mandates.

To support awareness and operational efficiency, FPAM introduced a smart card with a QR Code for instant access to its activities online, and rebranded its operational bus with the FPAM logo for outreach and monitoring purposes. The department also presented an award plaque to Dr. Belgore in recognition of his leadership and support for the initiative.

The Ministry stressed that successful implementation of the framework will ensure longevity of public assets, promote accountability, and entrench a sustainable maintenance culture to drive national development.
