The Commissioner of Police, FCT Command, Ahmed Sanusi, has warned Divisional Police Officers and other supervisory officers against unlawful detention, extortion and poor oversight of officers under their command.
Sanusi said senior officers would no longer escape responsibility by claiming ignorance when their subordinates engage in misconduct. He warned that supervisors could face disciplinary sanctions for failing to properly monitor officers within their jurisdictions.
The CP stressed that DPOs are responsible for all detentions within their divisions and must ensure suspects are not held beyond 24 hours without a valid remand warrant. He described prolonged detention and overcrowded police cells as evidence of incompetence rather than effective policing.
He directed investigating units to properly vet case files and obtain remand warrants where detention beyond the statutory period is necessary. Officers were also instructed to conclude investigations promptly and charge suspects to court within a reasonable time.
Sanusi further ordered the video recording of confession statements in line with the Administration of Criminal Justice Act and the Police Act, saying the measure would improve transparency and ensure the admissibility of evidence.
He also directed officers to allow detainees access to legal representatives, family members and medication, stressing that the rights and welfare of suspects must be protected throughout the investigation process.
The FCT Police Command said inspection teams would conduct routine checks of divisional facilities to enforce compliance, identify overcrowded cells and secure the immediate release of citizens found to be unlawfully detained.
