Lagos State has the highest number of registered voters in Nigeria ahead of the 2027 general elections, with 7,488,633 voters, according to the Independent National Electoral Commission.
INEC Chairman, Joash Amupitan, disclosed this on Tuesday at a world press conference and stakeholders’ meeting in Abuja. He said the national voter register now stands at about 103 million following the completion of three phases of the Continuous Voter Registration and biometric verification.
Kano ranked second with 6,570,276 registered voters, followed by Kaduna with 4,662,640. Katsina, Rivers, Oyo, Delta, Benue, Ogun and Bauchi completed the top 10 states, with each recording more than three million registered voters.
INEC said 10,772,421 people registered across the three CVR phases, but those found to be legitimate after Automated Biometric Identification System verification were added to the existing register. Ekiti had the lowest number of registered voters at 1,055,708, followed by Bayelsa, the FCT, Yobe and Gombe.
Male voters account for 53,528,218, or 51.75 per cent of the register, while females account for 49,900,497, representing 48.25 per cent. Voters aged 35 to 49 form the largest age group, with 43,265,946 people, or 41.83 per cent of registered voters.
Amupitan said the voter register would be displayed for public scrutiny from October 9 to 15, 2026, while distribution of Phase One Permanent Voter Cards to Local Government Centres would begin on October 9. He also said the final register would be presented to political parties on December 15.
The INEC chairman said the commission had moved into active execution of its election plans, including production of 57,000 new BVAS devices, technology upgrades, logistics planning and preparations for a nationwide election simulation in November. He also disclosed plans to deploy AI auditing tools, strengthen measures against deepfakes and misinformation, and engage 1,414,768 ad hoc personnel for the presidential, National Assembly, governorship and State House of Assembly elections.
